چوہدری رحمت علی نے پہلی بار1933  میں ایک پمفلٹ کے ذریعے برصغیر کے مسلمانوں کے لئے علیحدہ ملک کا نام پاکستان اس وقت تجویز کیا تھا جب ابھی مسلم لیگ نے علیحدہ ملک کا مطالبہ بھی نہیں کیا تھا۔  چوہدری رحمت علی اس وقت یونیورسٹی آف کیمبرج میں قانون کی تعلیم حاصل کر رہے تھے اور اس پمفلٹ کے مخاطب تیسری گول میز کانفرنس کے انگریز اور ہندوستانی شرکاء تھے اگرچہ اس تجویز کو کانفرنس کے شرکاء نے تو زیادہ سنجیدگی سے نہیں لیا تاہم ہندوستانی اور برطانوی پریس میں اس کے کافی چرچے رہے علامہ اقبال کے مطابق جب وہ پہلی گول میز کانفرنس میں شرکت کے لئے برطانیہ میں موجود تھے تو انہیں چوہدری رحمت علی ملے اور پوچھا کہ جس ریاست کا ذکر انہوں نے اپنے خطبہ اللہ آباد میں کیا تھا اس کا نام کیا ہو گا تو میں (اقبال) نے کہا کہ اسکا نام پاکستان ہو گا۔

مس فراسٹ جو کہ رحمت علی کی سیکریٹری تھیں کے مطابق رحمت علی کے ذہن میں علیحدہ ملک کے لئے نام اسوقت ذہن میں آیا جب وہ لندن میں ایک بس میں سفر کر رہے تھے جبکہ رحمت علی کے ایک دوست عبدالکریم جبار کے مطابق پاکستان لفظ رحمت علی کے ذہن میں اس وقت آیا تھا جب وہ اپنے دو دوستوں خواجہ عبد الرحیم اور پیر احسان الدین کے ہمراہ دریائے تھیمز کے کنارے چہل قدمی کر رہے تھے۔ مگر اس حوالے سے تاریخ کا ایک ایسا پہلو بھی ہے جو مؤرخین کی نظروں سے ابھی اوجھل ہے اور جس پر تحقیق کی ضرورت ہے اسلم خان ملغانی برصغیر تحریک آزادی کا وہ گمنام ہیرو ہے جو نصاب کا حصہ اس لئے نہ بن سکا کہ اس کا تعلق سیاسی سرگرمیوں کے مراکز سے دور دیرہ غازی خان جیسے افتادہ اور پسماندہ علاقے سے تھا۔ اٹھارہ سو پچہتر میں تونسہ شریف کی مغربی جانب کوہ سلیمان کے پہلو میں واقع ایک چھوٹے سے قصبے سوکڑ میں پیدا ہونے والے اسلم خان ملغانی 1935 میں کابل میں جلاوطنی کی حالت میں وفات پائی اور وہیں دفن ہوئے۔ جلاوطنی کے دوران اسلم خان کو خلیفہ سلطان عبد الحمید ثانی کی جانب سے ترکی کے دارالحکومت قسطنطنیہ (انقرا) میں مستقل رہائش کی تحریری پیشکش بھی کی گئی لیکن وہ جا نہ سکے اسلم خان ملغانی کے پوتے ذکاءاللہ خان ملغانی کے مطابق اسلم خان نے برطانیہ کی دوسری کالونیوں جیسے آسٹریلیا وغیرہ کی طرز ہندوستان میں حکومت کا تصور پیش کیا اور ایک کتاب تحریر کی جس کا نام تھا سیلف گورنمنٹ۔ انگریز سرکار نے نہ صرف کتاب پر پابندی لگائی بلکہ اسلم خان ملغانی کو ضلع بدر کر کے امرتسر بھیج دیا امرتسر کے قیام کے دوران دو اخباروں میں بطور بطور ایڈیٹر کام کیا ایک اخبار کا نام المعین اور دوسرے کا نام الوکیل تھا جب کہ حکیم معراج الدین ان اخباروں کے مالک تھے۔ ان اخباروں میں دیرہ غازیخان کے سرداروں، تمنداروں اور انگریز سرکار کے خلاف تحریریں چھاپنے پر امرتسر سے بھی نکال دیئے گئے اور وزیر قبائل کی دعوت پر پہلے وزیرستان اور پھر1917 میں افغانستان پہنچ گئے اس کی وجہ یہ تھی یہ علاقے انگریزوں کے زیرِ تسلط نہ تھے اسلم خان ملغانی وزیرستان میں انگریزوں کے خلاف جنگوں کا حصہ رہے کابل قیام کے دوران شاہی خاندان کی قربت حاصل رہی اور شاہی خاندان کی طرف سے رہائش گاہ بھی فراہم کی گئی اپنی جلاوطنی سے قبل اپنے علاقے میں مسلمان بچوں تعلیم کی تعلیم کے حوالے سے بہت سرگرم رہے اور تعلیم چھوڑ جانے والے بچوں کے گھر جا کر دوبارہ سے تعلیم جاری رکھنے پر قائل کرتے۔ ایک زمیندارہ بینک بھی قائم کیا جس کے ذریعے اجناس، بیج وغیرہ کسانوں کو فراہم کئے جاتے تھے۔ ذکاءاللہ انجم ملغانی کے مطابق اسلم خان ملغانی کی اپنے وقت کے مسلمان رہنماؤں جن میں علامہ اقبال، چوہدری رحمت علی، مولانا ظفر علی خان اور دیگر شامل تھے سے ملاقاتیں ہوتی رہتی تھیں اور چوہدری رحمت علی نے ان سے پاکستان لفظ سن کر اپنے پمفلٹ میں اس کا ذکر کیا تھا۔
