درخواست کے مطابق دوران تفتیش اس بات کی تصدیق ہوئی کہ کمرشل اور رہائشی پلاٹ من پسند افرادکو جعلی قرعہ اندازی کے ذریعے الاٹ کئے گئے اور 54 پلاٹ ایسے لوگوں کو بھی دیئے گئے جنہوں نے پلاٹ کے لئے درخواست بھی جمع نہیں کرائی تھی یہاں تک کہ ان کا نام بھی جعلی قرعہ اندازی والی لسٹ میں شامل نہ تھا۔ اور تفتیشی افسر کے مطابق یہ افراد میپکو اور کوآپریٹیو ڈیپارٹمنٹ کے اہلکار تھے اور ان کو پلاٹ اس لئے دیئے گئے تھے تاکہ غیرقانونی اقدامات کو چھپایا جا سکے۔

متعلقہ کیس افسر احمد ممتاز باجواہ کے دباو پر خاتون تفتیشی افسر نے پراسیکیوشن ونگ کے سربراہ رشید قمر ہیں جن سے معاملات پہلے سے طئے تھے کو اس معاملے پر قانونی رائے دینے کے لیے لکھا

درخواست کے مطابق تفتیش صحیح طریقے سے نہ کرنے اور یہی طریقہء کار اختیار کرنے پر سابق تفتیشی افسر شاہد اور کیس افسر الیاس قمر سے تفتیش واپس لی گئی تھی لیکن ان کے خلاف محکمہ کی طرف سے ابھی تک کوئی کارروائی نہ ہوئی ہے اور نہ ہی وجوہات سرکاری ریکارڈ میں قلمبند کی گئی ہیں کہ کس بنیاد پر ان سے تفتیش واپس لی گئی۔

درخواست کے مطابق چونکہ غیر قانونی طور پر فائدہ اٹھانے والے ملزموں میں میپکو کے اعلی افسران بھی شامل ہیں اس لئے وہ نیب کے افسران کے ہاتھوں مسلسل بلیک میل ہو رہے ہیں یہاں تک کہ لاہور سے جو صاحب نیب کے کیسوں کی پیروی کے لئے ملتان آتے ہیں وہ بھی میپکو کے گیسٹ ہاوس میں رشید قمر کے توسط سے رہتے ہیں۔ 

درخواست گذار نے یہ مطالبہ بھی کیا کہ واپڈا ٹاون کرپشن کیس کی از سر نو تحقیقات کرائی جائیں جبکہ نیب افسروں کے خلاف تحقیقات چیرمین نیب اپنی سرپرستی میں کسی ایماندار افسر سے کرائیں۔


یہ بات زبان زد عام ہے کہ عتیق الرحمن، احمد ممتاز باجواہ اور الیاس قمر کی مہربانیوں کی وجہ سے ہر کیس برائے فروخت ہے

دوخواست گذار نے تحریری طور ہر چیرمین نیب کو اس بے ضابطگی سے آگاہ کیا اور واقعے کی باقاعدہ تحقیقات کرا کر نیب کے زمہ دار افسران کے خلاف سخت سے سخت کاروائی کئے جانے کا مطالبہ یہ کہتے ہوئے کیا کہ نیب کے ان اہلکاروں کے خلاف کاروائی اس لئے کی جائے کیوں کہ یہ لوگ نیب کے لئے بدنامی کا  اور کرپٹ لوگوں کی حوصلہ افزائی کا باعث ہیں اور ملتان میں یہ بات زبان زد عام ہے کہ عتیق الرحمن، احمد ممتاز باجواہ اور الیاس قمر کی مہربانیوں کی وجہ سے ہر کیس برائے فروخت ہے یہ بھی کہا جاتا ہے کہ یہ تین افسران قیمتی گفٹ دے کر اپنے خلاف انکوائریوں کو کسی حتمی نتیجے تک نہیں پہنچنے دیتے اور نیب کی ان کالی بھیڑوں کی وجہ سے لوگ کہتے ہیں کہ نیب کرپشن کے انسداد کی بجائے کرپشن کے فروغ کے ادارے میں تبدیل ہو گیا ہے

ذرائع کے مطابق درخواست پر کاروائی کرنے کی بجائے نیب حکام اس لئے سر جوڑ کر بیٹھ گئے کہ کس طرح اس شکایت کو ردی کی ٹوکری مٰیں پھینک دیا جائے ان کا کہنا ہے کہ اگرچہ شروع شروع میں اس درخواست پر کاروائی کا آغاز کر دیا گیا تھا لیکن بعد میں اس سارے معاملے کو دبا دیا گیا۔

غیر قانونی فائدہ اٹھانے کے بعد اس کی رضا کارانہ واپسی کی صورت میں تمام سرکاری ملازمین کے خلاف ان کے متعلقہ محکمے محکمانہ کاروائی کرنے کے پانبد ہو جاتے اور وہ سپریم کورٹ کے ایک فیصلے کے مطابق نوکری کرنے کے اہل نہ رہتے
